Description

JOB DESCRIPTION: Plans, conducts, and coordinates business programming applications activities in areas such as finance, human resources, and marketing. Conducts and prepares feasibility studies for new data processing applications or revisions to existing systems. Prepares system development cost estimates, budgets, and schedules. Prepares and presents project proposals to management and user departments. Establishes programming standards and program documentation requirements. Reviews current status of system applications and prepares recommendations for systems improvements. Monitors design processes and prepares reports on systems projects. Selects, develops, and evaluates personnel to ensure the efficient operation of the function. Note: Roles can have an internal or external client focus. SCOPE: Performs complex analysis in the design and implementation of software applications for computer-based systems. Establishes operational objectives and assignments and may delegate assignments to subordinate staff. Objectives are reviewed by senior management to determine success of operation. Establishes and recommends changes to policies or processes that affect organization. PROBLEM COMPLEXITY: Works on complex problems where analysis of situations or data requires an evaluation of complex and conflicting variables. Exercises independent judgement in developing methods, techniques, and evaluation criteria for obtaining results. Ensures project schedules and perofmrnanc requriements are met. Acts as key problem solver when challenging project issues arise. IMPACT: Contributions are usually limited to assignment related activities. Decisions or failure to achieve results may cause severe adverse business/schedule impact. LIAISON: Regularly interacts with management on matters concerning several functional areas, divisions, and/or customers. Requires the ability to change the thinking of, or gain acceptance of others in sensitive situations. FREEDOM TO ACT:May manage large teams of multi-functional personnel to ensure congruence of the various hardware, software, communications and interface approaches. Coordinates the activities of a section or department with responsibility for results. May be responsible for the technical direction, leadership, and training of less experienced staff. Acts independently to determine methods and procedures on new assignments. LEADERSHIP AND MANAGEMENT: n/a. KNOWLEDGE/SKILLS AND ABILITY: Expert knowledgte is evident with experience providing a rich resource of previously solved problems that may be applied in novel ways.. Ability to complete complex and difficult assignments. May determine methods and procedures on new assignments and provide guidance to nonexempt personnel. Knowledge of assigned product(s), company functions, service policies and procedures and good communication skills. Proficiency in computer applications, languages, technologies, advanced set-up and configurations, trouble shooting, and system design, and/or capabilities required for the position. TYPICAL EDUCATION AND EXPERIENCE: Bachelor's degree in related technical discipline and 8+years experience. Advanced degree in related technical field desired. Experience in project management typically required.
